Who fills this in?
Under the WHS Act, the PCBU (you, the building company) is legally responsible for SWMS being in place for any High Risk Construction Work, that workers are consulted on them, and that they're followed. The form goes through three hands:
- Step 1Office admin drafts hereYou write or tweak the template — questions, choices, required fields. This is where Australian standards live: WHS Reg 299 contents, HRCW categories, hierarchy of controls.
- Step 2Site supervisor assigns + briefsOn a job, the supervisor picks this template from /projects/[id]/safety, walks the crew through the hazards + controls, and answers questions before tools come out.
- Step 3Each worker reads + signsWorkers complete the form on their phone (PWA or share link). Their acknowledgement + signature is logged with a timestamp — SafeWork-auditable.
